exercise choice it follows that the individual risk when flying on oil and gas
business should be no greater than for the average passenger on the average
global airline. But is this goal achievable?

SAFEST OFFSHORE REGION GLOBALLY BY 2010 — but will the Step Change aspiration depend upon a statistical illusion?
'CONCERNED' — SAYS WHEWELL, HEAD OF HSE OFFSHORE DIVISION as safety indicators show a markedly worse performance compared with previous years: “There is no doubt we have got a fatality record that nobody should be wanting, particularly when compared to Norway.” He is also disappointed at the failure to meet the target of a 10% year-on-year reduction in hydrocarbon leaks in 2006/07. However, process safety trends overall are encouraging with escapes down 50% from the 2000 level.

AN OILC STUDY OF HSE ENFORCEMENT has uncovered a pattern over the past 11 years that does not support the widely held view that larger companies are more compliant with safety law. Indeed it suggests that the level of regulatory compliance of large operators can vary from poor to excellent.
