Permit to Work

The duty holder must establish a system of written permits to work to be used in circumstances where the nature and scale of the risk arising form the work to be control. Risk assessments will help carried out demand such a stringent system of in the identification of when work permits are required

Once a need for a work permit system is established, then the duty holder must have systems in place that prevent work being carried out unless a permit has been issued by a competent person (who has been authorised by the duty holder) and that the work is carried out in accordance with the terms of the permit. The authorised person has to be competent and could be the OIM or another responsible person authorised by the OIM if the duty holder has delegated to the OIM the function of authorising people to issue permits.

Summary

The duty holder must use a written permit to work system as and when required to secure the health and safety of persons on the installation taking into account of the kind of work and the circumstances in which the work may be done. Work permits only to be issued on the authorisation of a person competent to operate the permit to work system.
