The OIM's authority has to be recognised in the safety zone.
Unwanted or unwarrented infringements into the safety zone should be reported to the HSE (copy to UKOOU on an OIR/13 form revised in June 1996. The detail on this nine page form is required to obtain a conviction.
Points to consider when completing the form include:
- Charts and diagrams should be on A4 paper (for ease of copying etc. - page 5 of reporting form is a proforma), should be kept simple and show the course of the infringing vessel.
- Photographs should be taken showing both the infringing vessel and showing an identifiable pail of the installation. This allows the precise position of the vessel to be established. The time and date the photograph was taken together with the name of the installation should be put on the back of the photograph.
- Radar plots perhaps from nearby vessels are very useful evidence
- Whenever possible at least two witness statement together with a track diagram showing the vessel's progress should be sent with the report.
Copies on HSE Operations Notice 11 and report form OIR/13 should be kept on all installations.
